The 2002 state
legislature enacted changes in the way the state’s portion of the SSI
supplement is distributed. Small
payments of $5-$25 to approximately 90,000 people were eliminated.
The Division of Developmental Disabilities was directed to convert
program dollars formerly authorized as services to cash grants so that
individuals and their families or guardians could purchase needed services
directly.
What
services will be covered by SSP grants?
These grants will be used
to pay for a variety of services such as residential services, family
support program services, and voluntary placement program services.
Who is
eligible for an SSP cash grant?
Eligibility is determined
by DDD based on several factors. Since
the SSP is related to the SSI benefit a person must be eligible for or
receiving an SSI cash benefit. Persons
must also be eligible for and assessed as needing certain programmatic
services that have previously been funded with DDD state dollars.
A specified number of persons will receive new family support
services.
How will
someone know if he/she is eligible for an SSP cash grant?
Persons identified by DDD
as eligible for an SSP cash grant have received:
In what
form will SSP payments be made to persons?
Payments will be made in
the form of a monthly check issued at the end of each month for services
for the following month for as long as a person is eligible.
The first mailing of SSP warrants or checks began in August 2002
for payment for September services. The checks are issued to the
person’s designated payee. If
a person does not have a payee, the check will be issued directly to the
person.
How much
money will each person receive?
This varies by individual
and will be determined by DDD. Payment
amount is determined based on the assessed need for family support
services or residential services, as well as funding availability.
This amount is specified in the Change of Service Notification
letter.
Is
SSP counted as income for SSI or other assistance programs?
SSP is not counted as
income for SSI purposes. SSP
is not counted as income for housing programs.
SSP may be counted as income in certain situations for Food
Assistance. SSP for family
support is counted as income for Basic Health.
Will SSP
affect resources for SSI eligibility?
SSP, if retained by the
recipient, is considered to be a resource on the first day of the month
following the month the check is received.
For example, if the SSP is received at the end of August for
September services, it will be counted as a resource on September 1st.
Are there
restrictions on the use of SSP money?
There are no restrictions
on the use of SSP money.
Can a
person choose not to participate in the SSP program?
An individual may refuse
the SSP but SSP eligible individuals will not be eligible to receive
traditional state services from DDD.
What
happens if someone receiving SSP changes their living situation?
Individuals
must demonstrate a continued need for the services previously funded by
state-only dollars and continue to be eligible for that program.
A change in living situation may indicate a change in need and the
individual will be reassessed at that time.
